Old Redwood and Conde Lane
A tight radius around Old Redwood Highway and Conde Lane keeps spending on people who live or drive through town, and excludes parts of the county you do not serve. A separate group for the Bell Road side lets weekend visitors be handled differently from weeknight homeowners.
Windsor Unified School District
With 23.2% of residents under 18, tutors, dentists, pediatric clinics and activity programs can raise bids around the start of the school year and in the weeks before breaks. Ads can name schools such as Brooks Elementary or Windsor High School as landmarks without implying any official link.
Concerts, market and trees
Thursday concerts run from June through September, the farmers market meets on Sundays, and a December grove of about 200 decorated trees fills the Town Green. Cafes, shops and parking-adjacent businesses can run short, dated campaigns with hours in the ad and stop them when each event ends.

Density is 3,540 people per square mile, high enough that a small radius is meaningful.
Education and language add detail. Bachelor's degrees belong to 34.7% of adults, foreign-born residents are 13.1% against 24.4% typical, and 23.8% speak Spanish at home against 20.5%. English ads will serve most of the market, and a Spanish group deserves a test where a team member answers in that language.

Windsor Unified School District, Windsor Golf Club and Russian River Brewing Company anchor everyday spending, and the Airport Business Center, just south, brings commuters in from outside the town.

Electrical contractors number 238 (up 31.5%), roofing contractors 60 (up 22.4%), physicians offices 262, insurance agencies 170 and accounting firms 117. All are county counts, and they argue for narrow keywords and distinctive landing pages.
Windsor also belongs to the Sonoma County Business Improvement Area, which it joined in 2004 for tourism marketing, so visitor-facing businesses compete with advertisers promoting the wider region. A local business wins attention by naming the street, the hours and the next step, because the broad regional terms are the most expensive to chase and the least specific.
